From the copy of the Council Minute of Proceedings enclosed, it will be seen that the Executive Council, after due deliberation, and looking to the terms of Your Lordship's despatch No. 146 of July 21, 1883, do not feel able to advise that this application should be submitted for your favourable consideration; and I therefore forward it without remark, except that I concur with the view of the Executive Council.
An increase in Mr. Ackroyd's salary may be properly considered at a later period.
